Lagos Authority Seals Over 45 Buildings

On 6 November 2026 the Lagos State Physical Planning Permit Authority (LASPPPA) announced that it had sealed more than 45 buildings in the Eko and Ifako‑Ijaiye districts. These measures were implemented after the agency's Monitoring and Compliance Unit conducted enforcement activities in Ifako-Ijaiye on Wednesday and in Eko on Thursday. The sealed properties were found to be in breach of a range of physical planning regulations, including operating without valid permits, exceeding allowed building density, carrying out unauthorised remodelling and deviating from approved plans. Construction work that had begun or continued without the necessary approvals was also targeted. In a statement posted on its Facebook page, LASPPPA detailed that 25 properties in Ifako‑Ijaiye were sealed for a mix of offences. In Eko, more than 20 buildings were sealed in a separate update. The agency noted that 10 of the Eko properties had deviated from their approved plans, five were affected by excessive density and another five for remodelling without permits. The regulator noted that despite receiving contravention notices from their local district offices, the property owners and developers failed to adhere to the issued instructions.

Background

LASPPPA holds the mandate to grant physical planning permits and oversee adherence to sanctioned development schemes throughout Lagos State. Physical planning regulations are designed to ensure that buildings and property developments meet land‑use requirements, safety standards and other development guidelines. The Monitoring and Compliance Unit routinely inspects properties for compliance. When breaches are identified, the unit can issue contravention notices and, if violations persist, proceed to seal the property. Sealing a building is a legal measure that restricts access and use until the owner regularises the required documentation. The agency’s headquarters is located on Oba Akinjobi Way, GRA, Ikeja, and it advises affected owners to visit the nearest district office or its headquarters to regularise their documents.

Why it Matters

The sealing of more than 45 buildings affects a significant number of property owners and developers in two of Lagos’s most active districts. The violations cited—such as operating without permits and exceeding density limits—can compromise safety, disrupt urban planning objectives and undermine the regulatory framework that governs the city’s growth. Owners who fail to regularise their permits risk further legal action, including fines or demolition of non‑compliant structures. The enforcement action also signals to the wider development community that the LASPPPA will continue to monitor and enforce compliance, potentially influencing future development proposals.

What Happens Next

According to LASPPPA, the sealed properties must be brought into compliance before they can be re‑opened. The agency has urged owners and developers to visit the nearest district office or its headquarters for guidance on regularising their documents. No specific deadlines were announced, but the authority has indicated that monitoring and enforcement of physical planning regulations will remain a continuous exercise. The agency’s statements were consistent across multiple news outlets, with no conflicting accounts reported.
