Edo State signs MoU with China Express and KDN Aero
Edo State Governor Monday Okpebholo formalized a partnership with China Express Airline Co. on Wednesday, November 4, 2026, by signing a memorandum of understanding. Ltd and KDN Aero at the Government House in Benin City. The agreement is the first formal step toward the creation of Edo Air, a proposed state‑owned airline. The signing ceremony was attended by representatives of the Chinese airline, led by President Shansheng Li, and by the managing director of KDN Aero, Tianzhi Chen. During the event, Li presented the governor with a model aircraft and Chen outlined the operational capabilities of KDN Aero. Governor Okpebholo described the MoU as the beginning of a longer relationship and said the carrier would be operating “very soon.” He stated that this collaboration would boost economic activity while generating new prospects for local inhabitants and enterprises.
Background
The MoU follows a fact‑finding trip undertaken by a seven‑member Edo State delegation on 14 September 2026. Under the leadership of Secretary to the State Government Umar Ikhilor, the group toured China Express Airline and the Commercial Aircraft Corporation of China (COMAC) to evaluate them as possible technical and operational allies for the planned airline. At China Express Airline’s headquarters, the delegation toured flight‑monitoring operations and observed a system that tracked 192 flights by 10 a.m. on the day of the visit. Ikhilor reported that China Express left a stronger impression on the delegation than COMAC. The delegation also met with aviation experts and government officials, including Head of Service Dr Anthony Okungbowa, Accountant‑General Julius Anelu and Chief Aviation Consultant Captain Nuhu Musa. The visit was approved by Governor Okpebholo and aimed to explore areas of cooperation.
Why it matters
Edo Air is expected to create employment opportunities, boost tourism and attract investment into the state. The governor said the airline would improve access to air travel for residents, strengthen connectivity and open new economic opportunities. The announcement aligns Edo State with a growing list of Nigerian states pursuing aviation projects. Although the memorandum of understanding remains silent on specifics like the launch schedule, fleet capacity, route map, ownership model, or financial obligations, it indicates a dedication to building a state-run carrier that would improve connectivity within the region.
What happens next
The MoU is the first part of a longer relationship, and the state government plans to build on it. The progression of Edo Air, including additional discussions and specific actions to launch the venture, will hinge on the subsequent phases of the contract and the creation of operational strategies. No specific launch date or operational details have been released at this time.
