UK threatens blanket visa ban on Eritreans amid stalemate over deportations
Home Secretary Shabana Mahmood warned that all Eritrean nationals could be barred from entering the UK unless Eritrea agrees to take back more deportees, including convicted foreigners, a move that has been denounced by Eritrea as a political stunt.

Background of the dispute The British Home Office announced that, unless a new returns agreement is reached, the United Kingdom will prohibit entry for all Eritrean citizens. The proposal follows a breakdown in cooperation earlier this year, when Eritrea reportedly withdrew from an existing arrangement for the return of rejected asylum seekers and foreign‑national offenders.
Measures announced by the UK The UK government said the new restrictions would include a travel limitation for Eritrean diplomatic staff, preventing them from moving more than 60 kilometres outside London without prior approval. In addition, the fast‑track visa scheme for high‑profile visitors and the preferential processing previously extended to Eritrean officials are to be withdrawn.
Eritrea’s reaction Eritrean officials in London characterised the British threat as a political gimmick and accused the UK of failing to engage in meaningful dialogue. They also disputed the claim that Eritrea had stopped cooperating on returns, suggesting the UK’s narrative does not reflect the facts on the ground.
Expert and statistical context Migration specialists have expressed doubt about the practical impact of the measures, noting that a large proportion of Eritrean asylum applicants qualify for protection due to documented repression and compulsory military service in their home country. Official Home Office data show that legal travel from Eritrea to the UK is minimal: only 77 work visas were issued in the year to June, representing 0.03 % of all work visas, while study visas numbered 33 (0.01 % of the total) and tourist visas 269 (also 0.01 %).
Despite the low volume of legal entries, Eritreans constitute a significant share of irregular migration. In the 12 months to June, 18 % of Channel‑crossing migrants whose nationality was known were Eritrean, amounting to 5,875 individuals. Eritreans were also the second‑largest nationality among asylum claimants, accounting for 8 % of applications (6,952 cases) and enjoying an 84 % grant rate, the second‑highest among all nationalities.
The UK is seeking the return of roughly 230 Eritrean foreign criminals, and prison statistics show that 160 Eritrean nationals were incarcerated in England and Wales at the end of June, representing 0.2 % of the total prison population.
Outlook The Home Secretary reiterated that Eritrea must accept the return of both irregular migrants and convicted offenders or face a complete visa ban. Eritrea’s embassy maintains that the UK has not issued any visa to an Eritrean official since 2023 and urges a return to constructive negotiations. The effectiveness of the proposed travel curbs and visa restrictions remains uncertain, given the limited scale of legitimate Eritrean travel to the UK.
