Advice at Inauguration During the opening ceremony of governing boards and councils for Kaduna State agencies, the Secretary to the Government, Dr AbdulKadir Mu’azu Meyere, delivered a speech stressing the importance of legal compliance. He urged board members to become fully familiar with the statutes that establish their bodies and to conduct all activities within those boundaries.
Roles and Responsibilities Dr Meyere clarified the distinct functions of boards and councils. While they are charged with setting policy direction and providing oversight, the day‑to‑day management of the institutions remains the responsibility of appointed executives. He highlighted that recognising this division is essential for smooth governance.
Guidelines for Governance The Secretary outlined several procedural requirements for effective board operation. He recommended that statutory meetings be held regularly and that accurate records be kept. Members should disclose any personal interests that could conflict with institutional duties and must consistently follow due‑process procedures.
Expectations and Accountability In addition to procedural guidance, the SSG emphasised performance expectations. Board chairs and members were encouraged to establish measurable targets that build on the achievements of the current governor. Continuous monitoring and regular reporting were presented as key mechanisms for accountability.
Citizen‑Centred Focus The Secretary urged all boards to prioritise the needs of citizens, promoting fairness, equity, and community welfare in decision‑making. He also reminded those overseeing enforcement agencies to act decisively while respecting citizens’ rights. Collaboration across sectors was highlighted as vital, with health institutions, security agencies, and training bodies urged to work together to achieve shared objectives.
Appointment Confidence Dr Meyere noted that the appointments reflected the governor’s confidence in the selected individuals, chosen for their integrity, competence, and experience from across the state’s three senatorial districts. He framed public office as a service call, encouraging board members to serve with dedication.
The Secretary’s remarks were widely reported by local media outlets, including Leadership and the Daily Post, both of which highlighted the same key points: legal awareness, clear role separation, procedural discipline, measurable outcomes, and a citizen‑first approach.
