Russian forces launched a coordinated overnight assault on Ukraine’s capital, Kyiv, using ballistic missiles and drones to target energy infrastructure and transport links. The attacks, which occurred on Saturday, November 7, resulted in significant damage to the Northern Bridge across the Dnipro River and struck power facilities outside the city. According to officials, the strikes have placed severe strain on Kyiv’s power supply and heating systems at a time when temperatures in the capital were approaching freezing point.

Mayor Vitali Klitschko confirmed that multiple waves of ballistic missiles were fired, with several impacting the Northern Bridge. The Ukrainian energy ministry reported that strikes on facilities outside Kyiv caused serious damage to systems responsible for transmitting power from two nuclear plants to the capital and other central regions. President Volodymyr Zelensky stated that the capital was facing serious difficulties regarding electricity, water, and heat supplies. He further noted that substations in five other regions of Ukraine were also hit during the offensive.

Ukrainian air defence forces reported intercepting four of the 36 ballistic missiles launched by Russia. Additionally, air defences downed 149 out of 172 drones employed in the attack. Authorities confirmed that at least two people were killed and approximately a dozen others were wounded across Ukraine. The overnight attacks also resulted in damage to residential homes, businesses, and other non-residential buildings. The Russian defence ministry announced that it had executed a large-scale attack aimed at Ukraine's military-industrial complex, alongside energy and transport networks in and around Kyiv.

Background

The recent escalation in air attacks follows a period where Russia’s ground offensive has largely stalled. With the full-scale invasion of Ukraine now exceeding four and a half years, Moscow has stepped up its deployment of hard-to-capture missiles and drones to strike energy infrastructure in major cities. In recent weeks, the campaign has expanded to specifically target bridges in Kyiv, a city with a population of more than three million, causing significant disruptions to traffic.

These strikes occur in a sensitive diplomatic context, taking place just days before a new round of three-way talks scheduled in Abu Dhabi. The discussions include representatives from both Ukraine and Russia and form part of a peace initiative supported by the United States. The United Stateshas, according to reports, produced very few tangible outcomes up to this point. The timing of the attacks has drawn criticism from Kyiv, with President Zelensky suggesting that Russia is preparing for these trilateral negotiations by launching ballistic missiles at critical infrastructure. The attacks also follow recent U.S. midterm elections, which have raised hopes in Ukraine for stronger support from a Democratic-controlled Congress against Russia’s war efforts.

Why it matters

The damage to energy facilities and the Northern Bridge has immediate consequences for the civilian population of Kyiv. With temperatures dropping towards zero, the disruption to heating systems poses a significant risk to residents, particularly the vulnerable. The strain on water and electricity supplies further complicates daily life in the capital. President Zelensky emphasized that Ukraine is counting on the U.S. Congress to pay more attention to the conflict, citing Russia’s continued increase in the number of attacks. The destruction of transport links, such as the damaged bridge, also snarls traffic and logistics in a major metropolitan area. The ongoing conflict continues to test the resilience of Ukraine’s infrastructure and the effectiveness of international diplomatic efforts to end the war.

What happens next

A new round of three-way talks between Ukrainian and Russian officials is scheduled to take place in Abu Dhabi in the coming days. These negotiations are part of a broader U.S.-backed peace initiative. While the recent strikes have damaged critical infrastructure, the diplomatic process is expected to proceed, with both sides engaging in discussions aimed at resolving the conflict. The outcome of these talks remains uncertain, as previous efforts have produced limited results.
