Strengthened Security for Disabled Voters Ahead of 2027 Elections
In Abuja on 26 October 2026, representatives from the European Union, the United Kingdom, Nigeria’s Independent National Electoral Commission (INEC) and the Albino Foundation (TAF Africa) convened to discuss measures to safeguard persons with disabilities during the 2027 general elections. Backed by the European Union, the Albino Foundation hosted a gathering designed to weave disability considerations into electoral security strategies, staff preparation, and crisis management protocols.
According to Gautier Mignot, the EU Ambassador to Nigeria, safeguarding measures need to span the entire voting cycle, encompassing voter enrollment, campaign activities, the act of casting ballots, and the aftermath of the elections. He urged the Nigeria Police Force to embed disability‑inclusive security into its operational plans, training and deployment instructions.
INEC Chairman Prof. Joash Amupitan characterized inclusive voting as a fundamental democratic duty instead of an act of benevolence, maintaining that all qualified individuals must be empowered to cast their ballots irrespective of any physical limitations or personal situations. Mrs. May Agbamuche‑Mbu, the national commissioner, represented Amupitan at the event.
The British High Commissioner to Nigeria, Mignot Guttier, echoed these calls, stressing that the credibility of democracy depends on free and safe participation for all citizens.
Background
Nigeria’s 2027 general elections will be the country’s first to be held under the new electoral law adopted in 2025, which includes provisions for greater accessibility. The Albino Foundation, a civil society organisation focused on disability rights, has been active in advocating for inclusive electoral practices since 2018. The EU and UK have historically supported electoral reforms in Nigeria, providing technical and financial assistance.
INEC has previously announced plans to improve voter registration processes, but specific measures for disabled voters have been limited. The EU’s funding for the technical engagement reflects a broader European commitment to democratic participation and human rights.
Why it matters
The call for enhanced security is significant because it addresses the vulnerability of disabled voters to intimidation, violence and discrimination during elections. By integrating disability inclusion into security protocols, the stakeholders aim to ensure that eligible voters can participate without fear, thereby strengthening the legitimacy of the electoral process. The UK and EU’s involvement signals international support for Nigeria’s democratic development.
What happens next
The meeting concluded with a joint statement urging the Nigeria Police Force to adopt the proposed measures. No specific dates for implementation were announced, but the stakeholders expect the policies to be incorporated into the 2027 election security framework.
